Dear Han,
Warm Greetings!!
Actually I am working on the CE marking for Forklift Trucks and for that I
have refered machienry directive (2006/42/EC).
There is a Product
standard for Forklift truck refered as EN 1726-1:1998 which was expired in
2006. ISO 3691-1 has replaced it as product standard but its not
included in official journal C338 published on 18th Nov,2011.
So how do I comply with the Essential Health and Safety Requirements of the
machinery directive?
There are other standards listed or related to Forklift trucks and they are
also not listed in official journal of machinery directive, please refer the
list given below:
ISO 20898, ISO 5053, ISO 6292, ISO 21281:2005, ISO 24134, ISO 2330, ISO
2328, ISO 24135, ISO 1074, ISO 6055, ISO 13564-1, ISO 3795, ISO 12895, ISO
3287, ISO 22915, ISO 15870:2000 AND IEC 60695-11-10:1999.
As above standards are not listed in official journal of machinery directive
what should i do to get compliance to directive and to put CE mark on the
product?
As EU has not listed these standards in the directive, can i comply with
ISO standards and put CE mark on the product?
Please revert back as soon as possible.
Best Regards,
Trupti D.
Trupti,
You are correct that there is no standard for forklift trucks on the list of harmonized standards published by the Commission. Well, maybe this one applies:
EN 15095:2007+A1:2008 – Power-operated mobile racking and shelving, carousels and storage lifts – Safety requirements
However, there are standards on the list that will apply to parts of the forklift, as well as some of the operations (lifting, vehicle).
Certainly you can apply the ISO standards, but what you cannot do is affix the CE marking and declare the conformity on the basis of those standards alone. For these standards a connection with the Machinery Directive has not officially been established, and these standards do not lead to a ‘presumption of conformity’.
To be allowed to affix the CE marking, you will have to do a conformity assessment against the Annex I of the Machinery Directive, as well as a risk analysis. Besides the Machinery Directive, you also should check if the Low Voltage Directive and the EMC Directive are applicable, and, if so, check compliance against these directives as well.
